Compliance & licensing

BuffMoney collects CNY for overseas merchants under a regulated license. This page explains who holds that license, where your money flows, which categories we support, and how risk review works — so you can answer your own compliance questions before you sign up.

Entity & licensing

One product, one regulated operator behind it. No ambiguity about who you're dealing with.

Operating entity

BuffMoney is a product operated by E Payments Limited (NZBN 9429042059585), a New Zealand registered company and licensed financial service provider since 2015, at Unit 4, Level 7, Smith & Caughey Building, 253–261 Queen Street, Auckland 1010.

Who is ePayments

ePayments is the regulated cross-border payments operator behind BuffMoney — the licensed party that collects CNY on your behalf, registered on New Zealand's Financial Service Providers Register (overseen by the Financial Markets Authority, FMA). It has been an official WeChat Pay agency in NZ since 2015 and AU since 2017, and an Alipay partner in NZ since 2017. 【待补充:FSP 注册编号】

Due-diligence baseline

KYB/KYC on every applicant, sanctions screening, AML/CFT-aligned monitoring, and a 7-year audit trail in line with the relevant statutory and PBOC recordkeeping requirements.

Operational posture

PII encrypted at rest, append-only double-entry ledger, HMAC-signed webhooks, and idempotent API ingestion. See the Security page for detail.

Where your money flows

Consumer CNY → licensed collection → FX → your bank account. Four steps, fully traceable.

Consumer pays in CNY

Your Chinese end-customer pays with WeChat Pay or Alipay through a BuffMoney-hosted checkout. No card, no foreign currency on their side.

Licensed collection

Funds are collected on your behalf under ePayments' regulated China payments license — the platform-of-record (代收) model. You do not need a Chinese entity.

FX locked at invoice time

Each invoice locks one FX snapshot (Bank of China midpoint + a transparent spread). The rate that applies is the rate recorded on your invoice.

Settled to your bank

Net of fees, your balance is wired to your nominated bank account in your settlement currency — USD, EUR, GBP, SGD and 5 more.

Collected funds are held with Bank of New Zealand (BNZ) pending settlement, separate from BuffMoney's own operating funds.

Acceptable use

Supported categories

  • Data, vector, and storage services

Prohibited categories

  • Financial services: lending / payday loans, securities, funds, insurance, forex, P2P, instalments
  • Cryptocurrency / virtual-currency trading and exchange, NFTs
  • Gambling, lotteries, and betting
  • Adult / pornographic content
  • Weapons, ammunition, controlled substances, illegal or counterfeit goods
  • Sale of personal data, hacking / malware / fraud and account services
  • VPN / circumvention tools
  • Anything unlawful under PRC law or barred by the WeChat Pay / Alipay rules

Categories follow the WeChat Pay / Alipay industry rules. Some categories (e.g. online games, prepaid cards, government / visa services) are restricted and may need extra qualifications. See the WeChat Pay industry rules.

Offering generative-AI services to the public in mainland China may trigger Chinese regulatory filing obligations (e.g. algorithm / generative-AI registration). Each merchant is responsible for assessing the compliance obligations of its own product. This page is informational and does not constitute legal advice.

Risk review & appeals

How a risk hold happens, and how you get it lifted.

What triggers review

Unusual velocity, chargeback or refund spikes, mismatches between channel statements and internal records, or a category that falls outside your approved KYB scope.

What happens

We may temporarily freeze settlement and pause collection. You're notified with the reason and the information needed to resolve it, where lawful to disclose.

How to appeal

Respond from your merchant dashboard or email compliance@buffmoney.com with the requested documentation. Resolved holds release in the next settlement batch.
